Kevin Roukey Joins Huffman & Carpenter Team
H&C is pleased to welcome Kevin Roukey to our distinguished team.
Mr. Roukey has over 34 years of experience with the U.S. Army Corps of Engineers. While with the Corps, he was responsible for administering the Department of Army permit program within the Central Valley of California and the entire state of Nevada. He directed implementation of national policy and programs regarding Section 404 of the Clean Water Act and Section 10 of the River and Harbor Act. While Chief of the Central California/Nevada Regulatory Section, he supervised 29 employees located in the District Office and 2 field offices in Redding, CA and Reno, NV. Mr. Roukey also served and the Chief of the Reno Field Office for 9 years.

Mr. Roukey oversaw preparation of permit decision documents to assure compliance with the Section 404(b)(1) guidelines of the Clean Water Act, the National Environmental Policy Act (NEPA), the Endangered Species Act, the Historic Preservation Act, and other statues as appropriate. He oversaw preparation of Environmental Impact Statements (EIS) prepared by the Corps third party consultants and conducted public meetings and workshops on controversial and high-profile permit actions, as well as ensuring enforcement of permit requirements.
During his career with the Corps of Engineers, Mr. Roukey also worked as a civil engineering technician, preparing plans and specifications for Corps flood control projects in the Rock Island District. He served as a civil engineering technician int the EPA Grants Branch performing third party construction management for EPA funded projects. He also worked as a project manager in the Projects and Programs Branch, Civil works and as a Management Analyst in the Resource Management Office.
Mr. Roukey also participated in several special assignments including working several emergency response teams for the Loma Prieta earthquake emergency; the 1997 Floods in Nevada and California; and the Space Shuttle Launch Complex at Vandenberg AFB.
In coordination with Mr. Roukey and our other staff scientists and experts in the environmental sciences, H&C offers a wealth of expertise in analyzing and modeling hydrologic systems. H&C evaluates water quality, data and erosion potential to better understand the impacts of development and land use changes to wetland, stream, river, human and wildlife habitats. We also conduct hydraulic analysis of bridges, culverts, fish passage structures and other stream encroachments and crossings.
Additionally, Huffman & Carpenter, Inc. is experienced in designed river, stream and wetland restoration projects large and small. We design infrastructure for water quality protection, evaluate non-point source pollution, model hydrologic data to establish water quality objectives/standards and then implement and monitor watershed management plans.
